Applications whose packages do not provide the expected base rootfs directories (such as /dev, /proc, /sys, or /tmp) may fail when launched through the bolt tool. If the RW overlay is enabled and the container/application user has write permissions, these directories can be created automatically. This update ensures that non‑root users receive appropriate write access to the RW overlay, enabling creation of missing directories during container startup. Ref: #RDKEAPPRT-499
